Preheat oven to 400°.
Place brown sugar, vinegar, cumin, paprika, cloves, and tomatoes in a food processor and blend until smooth.
Combine turkey, breadcrumbs, and chili powder in a large bowl, add tomato mixture just until the turkey can be shaped into meatballs, about ½-¾ cup.
Shape into small balls and place on a broiler pan coated with cooking spray.
Bake at 400° for 15 minutes or until done.
Heat remaining tomato mixture on the stove to pour over the meatballs and potatoes or use your favorite barbecue sauce over the top.
