Preheat oven to 350°.
Cook pasta according to package directions.
Heat a large non-stick skillet over medium high heat.
Remove the casings from the sausages. Add sausage to pan, stirring to crumble.
Add red pepper, black pepper, Italian seasoning, tomatoes and garlic, stirring until pepper is tender.
Stir in tomato sauce. Simmer 5 minutes.
Add cooked pasta to pan, tossing gently to coat.
Spoon pasta mixture into an 8" square baking dish coated with cooking spray.
Stir in mozzarella and sprinkle parmesan on top.
Bake at 350° for 7 minutes or until bubbling and brown.
