Preheat oven to 350°.
In the bowl of an electric mixer, mix butter with 1 cup sugar until well blended.
Beat in eggs one at a time.
Stir together the flour, baking powder, baking soda, and cinnamon.
Alternate adding in the flour mixture with the sour cream until just blended.
Pour batter into a greased and floured 13" x 9" baking dish.
Scatter mini chocolate chips evenly over the batter.
Sprinkle the top with 1 Tablespoon granulated sugar.
Bake at 350° for 35 minutes. Let cool slightly and cut into rectangles.
